- Assists clients with filling out rental applications;
- Provides support in filling out income applications (Income Assistance, Old Age Security, and Canada Pension Plan);
- Informs clients about their rights and responsibilities as tenants; and,
- Provides referrals to appropriate community agencies (counselling, etc.).
HOP can provide subsidies based on need for the purpose of:
- Buying food;
- Identification needs; and,
- Partial rent payments for people living in rooming homes (renting a room, room and board).

Renters at Risk Program
(formerly the Homeless Prevention Program)
The Renters at Risk Program (RARP) works to prevent housing loss by providing support to individuals and families living in private market rentals.
Services include disbursing rental subsidies, advocating on behalf of clients and providing referrals to other services.
RARP can provide subsidies based on need for the purpose of:
- Paying a portion of rent
- Damage deposits
- Partial hydro/gas payments if a disconnection notice has been issued
To qualify, household income must be below limits set by BC Housing. Individuals must provide proof of income (bank statements) and other documents to confirm eligibility.
RARP subsidies cannot be used for any costs unrelated to housing (food, clothing, telephone bill, etc.). All Cheques are made out to landlords or agencies receiving payment.
